Elite Dangerous: Horizons or Elite Dangerous: Odyssey (if you have bought it) are the options you should choose.
Since you're a new player: I also highly recommend to play the tutorials and setup your key bindings especially if you're using a joystick.
because the Legacy mode uses a different background simulation. Whatever you do there will not carry over to the Live mode, where any future development will be happening. Legacy mode is a preserved earlier state of the galaxy and the game for people whos computer cannot cope with Horizons / Odyssey.
Horizons is the name for today´s base game, which is the original base game together with a former DLC called (guess what) ´Horizons´.
Odyssey is today´s only paid DLC which gives you some more options of what to do - on-foot missions, more landable types of planets, and a new profession (Exobiology), which pays well.
Wether or not Odyssey is ´needed´ is debated on this forum. May advice is to first get the base game and see if it is your thing. This game is not everybody´s cup of tea (sandbox, steep learning curve, lots to learn even beyond the tutorials). If you like it, getting Odyssey is always possible.
