if it says minutes then wait that time and then pay it off, is ON H-JUMP is on the bounty then it means your wanted status will clear when you leave the system
Best way to avoid a 7 day bounty for killing an innocent ship is to leave the system and just return later.
If you didn't, then you only have like an 800 Cr bounty on you, and it only lasts 10 minutes. If you kill them, you get a 5000 Cr bounty that lasts for a WEEK, and yes, as has been mentioned you cannot pay off bounties until the timer runs out...you just have to flee the jurisdiction. After the timer runs out, THEN you can go pay it off. (Just don't get scanned in that system, or it'll become active again!)
If the scan on the ship isn't over before you fire the first shot and your ship 'knows' the target is wanted, you'll get a bounty.
a bounty only goes dormant if youre killed by an npc, although its dormant its timer runs unaffected. a bounty who has had its timer run out is transformed into a legacy fine, which can be paid as ordinary fines
