Now imagine 20,000 players typing at once in 'global' chat.
It would be impossible to follow any of it.
No clue if a global chat would be usable at all.
I mean NOW yeah... If they were to implement this it would have to be developed. But there are games with global chat. Most infamously probably Wargame Red Dragon.
Global chat in any game is horrible. Full of childish comments and spam.
As others have noted, system chat is bad enough in busy systems. I mean, so much posturing, people getting into slapfights over PvP on system chat instead of privately between themselves. Ugh.
That game has 500 players on a good day.
There have been over 14,000 players in the HIP 90578 system in Elite over the past week or two.
Anyway, I got it. too populated and most players don't even want it in the first place.
