Step 2: Cargo scoop is the way to go, but its tricky and takes time. You can find a tutorial on youtube or something, but be warned, that cargo will decay in about 5 mins.
As for the game having too many ways to start over, not really. There are ways to make a mistake... for example, dumping all your cargo :D
Just thought of this, surprised I didn't think if way long ago before I got use to the binds, bind the jettison button in the game options to a double tap.... I think that is possible.
But really... think of all the situations where you'll need to jettison cargo... do you need the function at just a keystroke away?

After 7 days they become bounties.
EDIT: Erm, maybe not 7 days... they have a timer. Its been a while since i got a fine.
You used to be able to pay bounties. They changed it to a timer system. I think the new system is an improvement over the old, but still not great.
But at least now rich players can no longer just laugh off bounties by killing people, docking, paying off fine, and then continue to hang around.
System still needs some sort of improvement though, but most will have flaws.
