They released 15 major updates in a row over 2-3 years to address performance, before eventually turning back to mostly content-focused updates with Update 16. No surprise it's better now.
Also, I just like legacy for a few planet reasons. But I like walking too...

Actually, it switches to a default scheme if it cannot find one or more of your controllers.
If you then plug in the missing controller and change 1 single keybind, it will overwrite your old Custom keybinds file with the new one you've just decided to create.
You can check which device is causing issues by going to %LocalAppData%\Frontier Developments\Elite Dangerous\Options\Bindings and then opening the file BindingLoadingErrors.log in a text editor.
The game also takes backups of your keybinds at regular intervals, but they're no use if the controller they're expecting to find isn't plugged in.
Odyssey runs terribly, so I would say yes.
I don't have VR, but I can't imagine a stuttery game being any more fun in VR.
So I just stick to Legacy Horizons, I like it better anyway. Odyssey on-foot gameplay sucks. If I wanted an FPS, I'd play Ground Branch or Insurgency.

If you have an AMD system, make sure the ram speed in the bios hasn't reverted to the default of 2200. This will absolutely kill your frame rates in this game.
Also, turn off FSR scaling.
Some bleeding edge PC can't hit 60 FPS to save their life, whilst some toasters are always 60.
Also heavily depends on what going on. Space FPS, and even planet FPS is nowhere close to the FPS loss when an Odyssey station is rendered, but only sometimes.
Performance issues with Odyssey are so hyper specific to both your collective hardware setup AND exact specific activity, that you can BOTH either never get stable or never have a visable issue. Its THAT WIDE of a toss up.
(For me, across TWO PCs, one potato, and one bleeding edge with NO SHARED PARTS, and BOTH hit 2 FPS if fire exists anywhere on an Odyssey station, no matter the game settings. I am apparently the only one that's had this happen.)
