Play around with this tool. https://www.spansh.co.uk/systems I'm not going to give you a tutorial on ow to use it, but obviously you are looking for zero population systems that have charactersitics you want. You will have to play with the filters a bit before you get something usable, but once you figure that out, take your list and check it against the in game galaxy map using the colony filters to see if it has been claimed.
Double check the unclaimed ones in Inar.cz to find the nearest stations. If it doesn't have one within 15 light yeears, move to the next viable system in your list.
I do recommend visiting and scanning the system before you claim it so you can see where they will put the starter station, especially if it is a binary or trinary system.
Seems it's always throw at the furthest possible planet.
Once the system is scanned you can see the first station location, it is displayed with an "flag icon" instead of the usual "+"
And yes i've seen it at the furthest planet possible more than once =)
What I have been doing so far, is picking settled locations at the edges of the bubble, going into the colonization interface to see which systems can be settled from there, then bookmarking all of them.
Then I visit each of them with an exploration ship so I can see what's in them. I remove the bookmarks for the systems I'm not interested in, and I leave the bookmarks for those systems that I would consider settling.
I used that method to open up "branches" into new regions and several people as well as myself have gotten a pick out of those colonization regions.
I'd recommend going to the edges of the bubble right away, as even low-value systems but with a few planets inside the bubble have already been snatched. You could get a system inside the bubble still, but it's most likely going to have to be a system where you can only build a space station and a few orbital structures.
Nice approach
You can use EDSM to see the contents of any registered system, which saves flying to them all. (I like to visit them in person too, but if you're trying to sift through a few hundred it's not really viable)
I did my searching last year, identified half a dozen systems, and was lucky enough to get the one I wanted. All I cared about was some ringed planets and lots of landables.
You could look for systems with lots of building slots, so that you can tailor the system to your liking ; or with pretty planets, to build good looking stations around. Or planets with rings, and try to make a system that buys the metals for a good price... HMC are probably better than ice balls. Probably, for all we know...
In all cases, the more building slots the better i guess.
Convenience is also a factor. System with all the good stuff at 200+ Ls is not as good as one with all the good planets close to the jump star.
