Until you feel confident to aim you can then switch to Fixed weapons (where you aim).
DONT use turrets, I tried this approach and they are such steaming piles of @#% for damage its just going to get you killed more than likely, or your hull damaged.
On your side note 2, doing ANYTHING in a Lawless or Anarchy System will not grant any negative effects as you are in a sector of space with no government.
When the hardpoints are in the nose like the viper it is really easy to "aim" your fixed laser for max damage, when ships try and "joust" you and they fly straight at you, you can just dismantle their shields in seconds!
Gimballed good for the side turrets because they aim at a different place otherwise.
Remember some ships have really bad hardpoint placement which you'll never want fixed stuff for.
With your specific setup I think your 3x beam is probably 1 too many.
And Beam weapons have the highest DPS of all weapons against shields... including recharge times
