Did you get the $15 loyalty bonus for owning the base game? Then you cannot ask to transfer it.
Well... maybe you could but it you would lose Horizons and would have to add the $15 loyalty discount since your son doesn't own the base game.
You can give Elite Dangerous to a friend as a gift by buying it again on Steam, obviously if you have Horizons and want to give that as a gift through Steam to a friend, you will only have to pay £29.99, if you already own Elite Dangerous
Still the same game licence. Its just a different install of the game, one with Horizons, one without.

Another way to test (don't do this!) is to delete your commander under one game, and then go check your other. You will see your commander deleted from both. (Again, don't do this unless you want to delete your commader for real).
In addition to them setting it up as a 'loyalty discount' which is just beyond fake and simply greed.
You cant be logged in to the same account twice and you cannot gift a game (program) that is already in your library. That is basic steam functionality.
Because the makers of ED set it up as a 'loyalty' discount, you cant simply refund your copy of the 'expansion' and rebuy it on your son's account at the discounted price.
its a joke and a scam and who is to say this isnt going to happen every other time.
six months later, a new 'expansion' comes out with the base game and previous expansion for the price of the base game.
But, yeah, they are expecting a huge portion of their clients to simply not care about money at all.
I throw my spare change around heavily, but I dont appreciate this kind of dealing, tbh.
Its not that I feel ripped off, it just makes me not interested in playing for a very long time.
So what you should have done to avoid this was bought horizons with a new acc, then give your old one away. It is just the way it has to be.
If you contacted support, and explained it was a mistake, they may be able to split accounts for you if it was a recent purchase, but then you would start Horizons with a sidewinder and lose everything you had (but your son will have it all)
