Meaning: You are allocated a certain amount per station (or type of goods) and each has an maximum amount that you can have available. Cargo in your hold counts towards this total too. The total tonnage varies per item.
The goods will not reapawn past that point until you sell or otherwise loose the cargo.

The amount will increase to the maximum limit for that item, and then stay static. Unless you buy them and sell elsewhere. Leave the area and the amount will reset, but never increase past the set limit for that item.
