What is the blue "marker" icon on navigation screen?

That blue arrow sometimes appears on different locations. What does it mean?

It's the navigation point you have locked onto.

No the ones you have locked look like this <System>. Normall the blue Marker stands just for the System you´re in.
You find the same Marker when you open the Map. It shows your Location in the Universe.

I think it marks the planet/station/place where you are closest to (not necessarily the one you have locked on to)

I'm pretty sure it has something to do with what frame of reference your FSD is using/bound to (in other words, which object you are the closest to, that your FSD judges its speed by and is "locked on" to), but I'm not 100% sure. A quick google search should give results.
