VA turns a voice command into a series of key strokes some work well with ED and others not so much.
Because it cant read the "state" of a control panel its hard to get it to perform certain actions accurately.
For eg if I "request dock" and am out of range and try again my hud tries to implement the command on the wrong screen.
however, for most simple commands, its ok but has got me killed due to it not recognising my voice under stress.

You beat me to it I was literally typing almost exactly the same comment (including the docking anecdote)
OrLoK, as a specific work around for the docking issue I have another command set up which caters to the keystrokes to re-request docking.
It works in a situation where I requested it too far out (daydreaming) or where another ship is occupying the pad and was denied and assumes I have not moved anything in my control panel.
This means evn with a request denied I can still use voice attack to get permission rather than having to manually re-request it. :)
Hello there
excellent stuff! share it! Share it! :)

As said i don´t want to go into the details but it would be cool to read some germans which are using it without Problems.
(If I have understood your question then...)
Any spoken instruction/phrase that is recognised is bound to custom keystrokes which are input by you on your keyboard (assuming you are not using the predefined ones) so there is no real regional difference/restriction because you can manually have whatever strokes you want.
It doesn't matter what your board layout is because the spoken command does not mirror the keystroke. As an example if I say "crash stop" I have set up two rapid presses of whatever key disengages my supercruise bound to that instruction which are then executed on that command.
I bet the whole thing has to do with the different languagepacks for my Windows and depending on which Game i play and in which Language i play, Windows switches back and forth, with Consequences for VA. Strange thing. Maybe its time for a Format.
