Yep that's one of Li Yong's Control systems..
Alioth's discount is still steeper though at 4,9 millions, I think.

Yep. The fastest way would be just selling 5 millions worth of exploration data in 78 Ursae Majoris at Rominger Dock (controlled by Alioth Independents) to get allied with them. Or just do a ton of missions. ;)
