If you are on a power up/restore mission, the only people you are likely to see are scavengers, provided you went to the right settlement. ;)

You should be free to do whatever you want without needing to disable alarms but if there are Scavs around and one sees you, they will report you.

IIRC If you take the power core back after powering up the settlement, the mission will tell you to put it back in or it will not complete.

The only other way you can end up with a fine is if you die before putting the power core in as the mission fails and the game considers you a thief for stealing the core.

If you've been spotted stealing something, you get a bounty... But... Power up mission settlements are usually deserted, so there shouldn't be anyone to see you looting the place...?

Are you hacking the data points as well as looting? Disable the alarms first.

Try Inara. Search data/ search nearest/ misc/ nearest restore missions. Not always up to date tho'

Did you steal the power regulator back after powering up the settlement?
