How to complete a Recover Classified Data from Undermining Systems mission?

Details:

My last assigned mission for the week is 8 Recover Classified Data from undermining systems. Most of my experiences with Odysey have been frustruating, so I havent done a lot and am now unsure how to proceed.

My first question is what system(s)? I think I can just go to any system controlled by another power for undermining missions correct? Could also do this in Innara if there is aparticular power I want to undermine. Not having any luck when selecting undermining from Galactic map for some reason.

The second, and harder question is what settlement to target? Can this be done in conjunction with a settlement restore power mission? If not what sort of settlements/missions should I target for the best chance of being able to shut down the alarms before getting caught?

Undermining means any enemy faction system that's exploited or higher I believe.

Not sure if settlement type matters, they're found randomly in all types of the settlement data ports.

I have a similar mission but it's for a specific system that we currently control and is in Boom state so I'm not exactly sure how to go about it without getting loads of fines/bounty since there's no inactive settlements...

Nope mission specifies "from the Rasmussen system" which Jerome Archer had just captured.

I pretty much can only go to a couple of the settlements that aren't the main faction of the system, and have to play sneaky and disable the alarms, then check all of the data consoles and take out any unfortunate NPCs that investigate...Good thing I have an upgraded+suppressed plasma revolver.

Good point, I'm also thinking that the missions to clear out scavengers might work as well. Not sure I want to do that eight times though. My sessions of on foot missions have rarely lasted more than a couple of hours before I get frustrated and go back to space where I feel like I understand what I'm doing and why.

For the record, you can indeed use restore power missions to complete this task, I did one and got one classified data, along with other data that generated merits. There are easier, less annoying ways to generate merits, so probably not going to finish it.
