There's only been one cash ship that's thus far reached general availability.
There's no pattern to be had here and thus no "usually" about it.
I think they didn't want to include it a week or two early with the PP2 update, and they didn't want to release a patch on the 7th. Therefore it would be logical to assume they're planning a patch around the 28th, and that will have the unlocked T8 in it.
Let's see how long the Mandy is Arx-only first, and the Cobra after it.
Cash only ships would alienate a large part of the player base without significantly increasing cash-flows. The only way that would make business sense is if they had server capacity issues.
Time will tell if I need to revisit it.
But this isn't Star Citizen. It is one among many, many games of various genres that exists, however.

That's a very narrow way to look at things, and frankly rather disingenuous for the purposes of considering the practices used by the industry. They aren't specific to any one genre.
