That's why. You need to use borderless mode.
Most modern games run almost as well in modes other than fullscreen. I have used some tools with overlays in ED, and if I recall there is a noticeable performance hit. But your mileage may vary.
For an app like that it's probably just pulling things like your current location in the Galaxy, and locations of other things. Some of that date would probably come from your API (your current location) and some of it from ED databases (system and other specific locations).
Again, code specific, shouldn't have anything to do with what screen you are on at all.
