Lore-wise, the Moray Starboat was an original Elite ship design that was designed and built specifically to allow for undersea-to-space travel.
there are ice planets,chances are that there are liquid forms of those as well ^^
i´m not sure if water rich, even full oceanic planets are confirmed by our astronomes yet though... Elite tries to keep it as realistic as possible with the current knowledge about our lovely milky way... so, who knows... ?
Right now, Earth is the only planet confirmed to have water. Europa supposedly has an ocean under the surface I think.
Sticking to the science is good, but I think certain liberties are permissible on stuff we don't have much information on, so long if it's not outlandish.

I think the game automatically disqualifies such planets as fitting under "Earth-like", though, as we're dry-land creatures and need more than just one or two islands to survive on.
