I had this issue, once that was sorted (and the light on the throttle is green) it worked straight away.
most people have the yaw axis set to the twist if that is what you are meaning.

there is a downarrow in the middle top of the google drive that you can use to down load it once its downloaded put it in your steam libaray\steamapps\common\elite dangerous\products\elite- dangerous-64\controlschemes\
then in options and under controls tell it to us the bindings and now the hat will work when you hit the head toggle button. well and you will have about 28+ other controls at you finger tips all the time.
