I don't know, Im in the middle of the US so my average latency is around 500+.
Ive watched youtube, there seems to be players going for resource extraction sites of planetary rings or they farm Guardian sites, Jameson etc; anywhere others are trying to extract mats.
I believe the Fer-de-Lance is at the top ship wise, but there are many other ship/builds all over youtube to take ideas from.
Really? The Python's not marginally better?
The FDL's one Huge Hardpoint is better than the Python's 3 Larges?
Depends what you put in your hard points. And how much time you can spend with them actually pointed at your target...
You can theoretically get slightly more firepower out of the Python. You'll have significantly less time on target though. And it's not just less agile... It's slower, making it an easy target, and it's got weak shields. Even 6A shields are puny in the Python...
A standard 6A on a python gives you 398MJ of protection (not looking at engineering/resistances/boosters etc, just the base value).
A 5A shield on the FDL gives you 470 (or about 420 in the Mamba?).
I never said you couldn't be successful in any ship, but general census; the Lance is [S] tier.
More often than not, PVP ships tend to be HEAVILY engineered. Like something that some dude has spent over 200 hours gathering the mats for. And engineered ships can be very hard to crack while they turn you to swiss cheese. FDL and Mamba I believe to be at the top for PVP, since they're agile enough to not get ass shot constantly by a good player, while at the same time they aren't paper. You can PVP with any ship. I've seen dudes take down a fully engineered Vette in an Eagle (granted this was an honorable fight to the death, the Vette surely could've fled in a real situation). The key thing is agility. Mastering fixed weaponry is huge too since people tend to rely on chaff or even going cold.

There you will find organised events and info about organic encounters, as well as advise for builds etc.
o7 Cmdr, fly dangerously.
Shipwise, not every ship has a use here, but most ships are good combat vessels when built & used correctly.
you can take down just about everything even with a small sidewinder when prepared to learn and visit plenty of rebuy screens.
Huh. Really!
I've found NPC FDLs to be a joke to kill with my Vulture (it's so easy to get behind them and stay out of their crosshairs), but other ships (I thought it was python, but looking back it was a Federal Assault Ship) manage to put me into a death spiral where we just end up facing each other and shooting each other's cockpits out.
Well, I guess when I can next afford a new ship, I'll go for the FDL.
Please, read your own question on top ;)
And then my answer earlier today.
Personally I think that pvp is the highest 'art' one can practice in this game, but it is no walk in the park.
I am playing this game since 2014, doing pvp since 2016 and ran into your post randomly, but felt you should be pointed the right way, so please... Galactic Combat Initiative :D
Everything else above seems well meant advise, but will not really take you anywhere.
Comparing an NPC FdL with a fully modded experienced PvP FdL is like comparing an 8 year old wearing a Real Madrid no 9 jersey, with the real Kylian Mbappé, if you understand what I mean.
Asking someone at Shinratra (if you have access) will most certainly just blow you up without you knowing why and the only answer you would get is "Get good!". Not very motivating.
The "weapon of choice" is primarily FdL, followed by Python Mk II. Most of the other ships, like Mamba, Krait II, Python or else can be used for pvp, but depend on the situation, build and therefore tactic, as well as of course trained skills. A Python is a very good 1v1 ship, for example, but in an unwanted pvp encounter (mostly called organic pvp) alone or in a wing, it is worthless as it is slow af.
All ships participating in this year's inofficial PvP League reaching the quarter finals were FdLs and some PM2. Guess why? ;)

Oh, that's not that easy...
