i used to find em easy. but now i cant. i need to find ones that can get me the things to sell to bartenders so i can talk to the night vision engineer

Civil Unrest, Infrastructure Failure and Natural Disaster have them...I have always found them in abundance at Infrastructure Failure systems provided there were plenty of land bases owned by the faction/factions experiencing the failure...

Try around Xiancheim, Dainayiman, Raidenwitha and Heryshaf. There should still be around 50-60 anarchy settlements there which I set up about 2 years ago, and since they're always getting raided they're often in Bust state.
