surface conflict and no frontline solutions

I'm in system with surface conflicts, there is no way to sign up because outpost doesn't have frontline desk and there is no surface ports. So no ground combat action in such systems?

If you land your own ship near the settlement, you will receive a prompt to join one side or the other. Or if you leave your ship without choosing a side, you can join one side by shooting someone on the other.
