Cannot find a ship

I find sites like EDDB constantly lying to me. I can't tell you how long I've been trying to hunt down a Mamba, any Krait and Fighter hangars (turns out the last one is exclusive to Horizons which I dont have yet). Are these ships exclusive to Horizons like fighter hangar, are they constantly running out of stock, what is happening?

And apparently some ships were locked and are now not.

All ships that were developed after the base game was finished are not included into the base game. All locked ships are still locked. A trip to Shinrarta Dezhra wouldn't help you to get those ships, either, if you don't have the Horizons.

He has no Horizons... that is what I'm sayin....
And get rich quick guides to really spoil the sense of progression for many players. I don't recommend them when you start out.

He has no Horizons... that is what I'm sayin....
And get rich quick guides to really spoil the sense of progression for many players. I don't recommend them when you start out.

Grind is the most important aspect of ED. If not now, then he'll start later.

Players without Horizons don't have access to these ships:

Beluga Liner
Orca
Dolphin
Type-10 Defender

maybe locked:
chieftain and it's clones

Exactly what I said about system being confusing. All Saud Kruger ships are available, Type 10 too. It's some ships from Beyond that are content locked

Incorrect. Rademenes16 mistakingly lists Orca as a Horizons-exclusive, while it is available in the base game (it was developed before the Horizons existed). Other Saud Kruger ships (the Dolphin and the Beluga Liner) are exclusive to Horizons - you will not find them in shipyards if you play the base game. Not in Shinrarta Dezhra, nor in I Sola Prospect.

Other ships that are exclusive:
Type-10 Defender
Krait Mk.2 and Phantom
Mamba
Alliance Challenger, Chieftain, Crusader
And a limited availability of Cobra Mk.IV
