you can't upscale things, i wish i could offer a fix, but only my opinion.
this game is 5 going on 6 years old, it was to support VR from the start, obviously that means the lower res models.
steam default bind is the same key to recenter the VR device and i noticed my screenshots are comming in 720p, 1280x720.
i don't think high resolution is being pushed, sometimes i launch without VR and the intro video plays, so i ctrl alt delete and the application has taken my display to 640x480.
so unless the dev's want to allow higher resolution rendering outputs instead of upscaling we're going to be stuck with blurry lines and the like.
because upscailing is like polising a turd, ya can't do it, you're missing pixel information and cant just make it up, low-res in low-res out.

The Steam overlay screenshots are probably coming from the mirror image on your flat screen. That image is locked at 720p when you play it in VR, regardless of your VR resolution settings.

Without VR the game has no problems with pushing 4k, or even some weird resolutions, like stretching the image to 3 horizontal screens, if you have that setup.

steam vr settings ,you can change the resolution there

maybe im not uderstanding something here, beacuse it looks low res on my index as well, and im at 150% or 2400xwhatever on custom resolution.
here's an example on what im saying, lets output 1080p from a graphics device, that is playing a 640x480 video, onto 4k projector, the upscaling happens, at the projector, or whatever device we have it going into before the projector.
but the source material is garbage, so it looks like garbage, not 1x1 pixel at 3840x2160
im saying the source material is low res.

i'll also reference skyrimVR, looks like complete GARBAGE. but half life alyx looks great.
the old game weren't made for our headsets and the textures arent up to the filling out every pixel of our higher resolution devices. so they are upscalled, which results in soft edges and blurry images, but half life alyx was made recently in regards to modern tech and looks 10 times better

but people were able to get decent graphic result with supersampling, with a 1070 or 2060 with pretty decent performance, i can achieve similar result (bcz i never saw their screen) if i crank supersampling to 150%, but its only using like 60% of my gpu and since frametime is higher than 15ms, the game is locked at 45 fps instead of 90

I'm using the index with a 2080ti ftw3 and still have the same problems you are, I did notice however SS doesn't affect much but bumping up the HMD quality setting in the quality menu in game to 1.25 makes a huge difference compared to messing with super sampling.

I have the HMD quality at maximum (2.0), and then mess with SuperSampling, to set it as high as I can. The HMD quality takes care of blurriness, while the SS - pixelation.

I run at 100% SS 1.25 HMD and get 90 fps with VR high presets... thought i'd get more with a 7900x running at 4.6 ghz and a 2080ti overclocked as well.

edit : I also cranked textures to ultra and tweaked a couple other options.. not sure if I benefit from everything on low with higher HMD/SS or leave as is as it took me awhile to get the settings fine tuned to where I'm not constantly dipping to 45 fps.

No matter what I tried I just couldn't get rid of the blurries with my OR!

I can get it looking decent but only at 90 fps.. yet halflife Alyx I can run at 120 fps in ultra at 150% SS... might just be due to the fact it's an older game? Not sure, but it still looks decent even at lower fps.

Looking great at SS 1.5, ultra settings, R52600, RTX2070, 16gbDDR4

WMR ASUS VR Headset

Soon as i get home and get my hotas setup again after the move i plan on jumping in with, in the old place i was having no issues with my index while pushing 4k for my viewers on the mirror screen, check your steam settings for vr open the overlay and venture into those settings and tweak away!
