Ship outfitting items, how to locate
I know I could fly around from port to port, system to system looking for what I want to buy, but that seems grossly inefficient.

Is there a way I can search for a specific ship item (Like an A4 Shield Generator or D4 Hull Reinforcement) and find what stations have it in stock, and at what price?

Certain stations have different selections.

High-Tech, Industrial, etc.. etc..

In my experience, depending on the item and what is it, you'll likely always find those items associated with it's category. Although you won't always find everything. There are ways of finding what you need, though someone else with more epxerience could help on that.

High tech worlds is your best bet. It might not have everything in that one station, but jumping from high tech to high tech worlds should net you the best items.

I have no idea if size and wealth changes anything, but I suspect they do.

I've tried eddb.io, but come up short on accuracy. Meanwhile, I update it with the market connector, but this clearly doesn't update the outfitting inventories.

Try http://roguey.co.uk/elite-dangerous/equipment/ You can find specific parts and it usually works for me, although some of the data is old.

works well for me.
You may have to be registered and logged in, I am and it works.
towards top right of screen, just start typing what your looking for, it will auto-complete.
You can also see the discounted locations.

How would I find something like an 6E cargo rack? I have no idea.

At eddb.io, click "Stations", then in the next page type the name of your item into the "Station sells Modules" textbox. You may also want to enter the system you're currently located in under "Reference System", so it finds stations nearest you. And any other criteria you're interested in. Then click the "Find Stations" button.

Like people said above. use inara and EDDB. use the apps that integrate with Elite. The Elite Dangerous Market connector program links your game to these websites. This allows you to easly see what materials you have in inventory. You can compare your inventory against engineer requirements. It will tell you your distance from your ship to systems you want to buy or sell materials in.
