You can try to move your bindings from
C:\%LOCALAPPDATA%\Frontier Developments\Elite Dangerous\Options\Bindings
to a different folder, and use a Steam files integrity verification to restore default ones.
You will not lose your progression, even if you reinstall the game, as it is being stored on Frontier servers. Controllers are stored locally.
I have checked in settings then devices and both throttle and J/stick are installed ok according to win !0 ,so am i am bit lost off. but many thanks for your reply.
Open the game in the Steam Library.
Click on the "Manage Game" button on the left.
Click on the "Controller Options" button.
Click the "Steam Input Per-Game" drop-down box.
Select "Forced Off".
I have to note, I've had ED get rid of my bindings after updates more than once, and I have to rebind everything.
So I'm backing up the bindings from the folders described above now and then.

This is an old post an I'm not trying to bump it, however I had the same issues as everyone else and found out what it was.
Load the profile on the TARGET GUI
Right click on Start and select device managers
Look at the HID section
There you see two devices disabled.
- Right click and enable device
This will work and you do not need to add the binding files in the AppData folder
I've informed Thrustmaster about this fact, but it seems I also got the world renouned Nancy to help me. So won't expect much from them.
If somebody wants clarification on what I typed here, let me know. I can share screenshots
Your problem is you're using TARGET. It's not needed for Elite... While TARGET does have its occasional uses, it's better to not have it running at all.
This is nothing to do with the original problem in this thread (that was a known issue caused by the Steam overlay and controller software), so you've bumped this old thread for no good reason.
Also...
Only 2 HID devices?!?!? I've got 35...
