Yes, it happened to me too. At the same time Galnet News spoke of union strikes and consequent disruptions at Inter Astra offices.
I asked someone nearby for informations, but in response he proposed me to take a load of drug 100 light years away, and so a new friendship was born!

Alot of the Elite community have left the game and due to this, NPC's have been given the sack due to work shortages

due to the shortage of work for the NPC's there are self serving kiosk stations being installed.

many station's will get this new service but due to lack of NPC's as most of them are laid off
they are a number of months behind schedule.

Please be patient as soon as kiosk is installed then services will be back up and running.

OR back in the real world, the actual reason is because not all (Horizons era) ground stations have shipyards, but they do have the same layout. No ship-yard = no NPC.
