In basic camera mode you can still control your ship. But i bet it would be hard to fly around full time in. There isnt really a 3rd person mode like in a combat flight sim or something. its just cinematic.
Keep in mind that it is designed not to allow a 3rd person view during combat by making it deliberately limited.
Ctrl-Alt-G for GUI toggle
Bandwidth usage - CTRL + B
And FPS counter - CTRL + F

Only with other Cmdrs, and only in the gunner role - But it has an actual 3rd person mode!
You can change that in the camera control options anyway. Ctrl hides the UI for me...
I think Elite prefers to be played in first person, but the cameras are there and allow you to really see even around corners, although unfortunately you cannot save a favorite camera relative position.
There is, however, a button to attach and detach on the go the camera from your person, or from the ship, or from the SRV, while in game, and a fine adjustment comes out.
I changed almost all the original keybinds, moving them to the right of the keyboard, whereas on the left there is already a mountain of stuff: but they are there.

It was never intended for the game to be played in third person mode, from what I can tell. You can control your ship some in one of the camera modes, but I can't imagine you'd be able to effectively fly that way in any combat scenario, realistically. You'd have no HUD, no radar, nothing to show you where your guns are pointing, etc.
I'm not talking about camera view, I'm talking about in-ship, in-srv or on-foot view. You can hide the UI.
