Report a translation problem
It will probably require a bit of re-mapping to get it exactly the way you like it though, so expect some fiddling for a while as you're getting used to things. Elite —in many ways — is not a game for the impatient.
In this path of your PC, if the OS is Windows 10 as mine, you will find where it is saved, to make a backup, if you want, when you make changes, to avoid taking risks.
Keep a copy of the originals too!

Just to point something out...
The appdata folder is a hidden system folder. Easiest way to get to it if you can't see hidden folders, is to press the win key + R, and type the following:
%localappdata%
Then press enter.
My keyboard sits aside during the whole gameplay. I only pull it up to type a star system's name in a search box, if I need to find it on a galaxy map. Or to type in a chat window. I don't use a gamepad, though, but a HOTAS. A gamepad should be no problems, too. The game allows multi-button combinations as separate commands.
In addition, you could plug in a cheapo second keyboard and put stickers on keys for commonly used controls, like a $5 button box.

Oh, yes; I usually make everyone of those clear and accessible so sometimes I forget they were hidden, even if are shown in a sort of transparency some of those.
I was thinking there are, in windows 10, more restrictions than in the past (windows Xp, just to say one): "App Data" contains files that are rarely more important than those of "Programs" and yet it is hidden as if the processor could explode.
Having worked tech support for a number of years, NEVER underestimate the willingness of end users to go poking around and break things (it's actually how I started in IT, I kept breaking things in various ways and learned how to fix them)
I used to play E:D with X52 HOTAS. I recently came back, was too lazy to set up the X52, opted for setting up Xbox controller instead. Works great.
