FCs have a setting for Docking Access; one of the alternatives is for Squadron, allowing only members of the Squadron to dock. The Squadron wouldn't have to be formed by the Commander who owns the FC, but as long as they are a part of that Squadron, the FC can work out the access logically. Only your Commander can change docking access, though.
There are many Commander-specific tasks on a FC: FC Bank, Services, Navigation, Trade, Cargo Hold, to name a few.
Which gets me to thinking, if I wanted to setup my FC to allow some other Commander to Refuel it after it made 7 or 8 jumps without me being Docked? That can be done remotely, provided the FC has Tritium in the Cargo Hold and the other Commander has enough credits to buy the Tritium.
