The recommended system requirements bit should really be updated to be inline with the Odyseey requirements (the original Elite Dangerous "recommended" graphics card -GTX770 - doesn't meet minimum spec - GTX 780 - for Odyssey).
The fact is, as Funky pointed out, your hardware likely can't handle the new stuff. It's time for an upgrade, by the sounds of it. That may not be what you wanted to hear. I had to upgrade to play Odyssey as well and I don't regret it. I've had a lot of fun with the new content. Even just exploration runs out into the black are a lot more pleasant and have far more breath-taking scenery planetside than previously.
I dont own odyssey, nor i plan to get it. Im not talking about it at all. This thread is about Elite Dangerous HORIZONS
They updated their engine for Oddy in addition to other factors such as lighting, textures, how planetary bodies are rendered etc.
This directly impacts *you* because that very same engine is also the default for Horizons.
Horizons and Oddy LIVE both use the newer., while Horizons Legacy is the *old* engine. However, you will no longer be able to make any progression while playing in Legacy mode.
If you are using dated hardware then that is why you are struggling to maintain a smooth experience in Horizons LIVE. That is what people have been trying to tell you.
I also just wasted 100gb to download this piece of crap.
You can still run Horizons Legacy and play that. It was done as a courtesy to those that can't or don't want to upgrade their hardware. And it doesn't include any of the added features and updates that the Odyssey Engine has.
And to be fair, Horizons came out nearly a decade ago. Hardware and system requirements have changed quite a lot since then and FDev wanted to continue their narrative in the Elite universe thus, the Odyssey Expansion.

Also, quoting your own words.

In the graphics settings make sure scaling isn't set to FSR. This renders at low res and scales up.
This is a Horizons planet in the new engine (although I did get out on foot)
