Can't pay Interstellar bounty bug?

I read on the forum that some people can't pay an interstellar bounty anymore, and have to hand them in. Is this a real bug and have you encountered it? It seems to happen only in Odyssey.
please let me know if you have experienced something similar.

there are two possible issues
1) The player has notoriety. He can't pay bounty until notoriety ticks away
2) The player angered Pilots Federation. Apparently this specific faction can, for some reason, be un-payable to via interstellar factors. One has to visit their owned station (preferably in silent running mode) and turn yourself in
other than that, there shouldn't be any issues

I've also found if I go out beyond 20 LY from where the bounty was and then look to an interstellar factor, I could then pay it off. I'm not sure if it's 20 LY but I know that I flew pretty far out. The other IF I went to was 18.x LY away and it said I didn't have any bounties, etc. But go 40 LY or further, it would show up.

It was a real pain too because I was pirate farming in low RES and accidentally pegged security and bagged myself a 200 credit bounty.

Relogging didn't help this time (but it had other times).

If you encounter an unpayable bounty, try an interstellar factor in an independent system. One that doesn't belong to any of the three main factions. It worked for me.

Some bounties/fines also needs to be paid out-system, ie where the issuing faction has no presence & at an interstellar factor.

No that is how it works. They are meant to be more annoying then the cost of the fine. When notoriety goes away go to a low security system with factor and pay it.
