Basically they are like regular missions (Kill pirates and collect bounties, trade, etc.) where you do what the event specifies in order to get a reward. Except you dont get it until the event ends and you are competing agianst other players to get higher tiers of rewards. Also the more of the community that partakes in the event, the higher tier global rewards are unlocked.

Community goals are big missions for all players with a specific timeframe and reward tiers to unlock.
They were there before, since 2.1/1.6 they are now shown on the galaxy map.

You have to fly to the system and sign up for the community goal then do whatever it sais... hauling stuff, handing in bounty vouchers or combat bonds, handing in exploration data...

Oh that sounds really cool!
Is there certain requirements in order to engage in these goals?

No, but obviously you should bring the right ship for the job.

Actually you can now Sign Up for the Goals from anywhere in the Galaxy since 2.1! Just select the CG section above the Mission Menu--there'll be an option to Sign Up below the Goal's description. Of course, you'd still have to go to the system to participate.
