Where to get a discounted Fer De Lance

So I am looking for where to get the Fer De Lance for a discount, because 15 percent off I can afford, but the place on Wikipedia literally sells nothing, and I saw that BD+28 413 sells them at a discount, but they dont even sell the Fer De Lance on its own, does anyone know where I can get the ship at a discount?

It's mostly random, or so I think, of where ship discounts land. People try to update the wiki as soon as they find a deal, you could also check the reddit page for discount info's too. But then again discounts aren't always there and ship stock jumps around.

Use this site https://eddb.io/station add the ship you want, your system into "Reference System" and add "Li Yong-Rui" into Powers. Click find stations and it will list the closest to you selling it at -15%. All Li Yong-Rui systems offer -15% discount on ships and modules.
