When you selected the faction from the right-HUD functions half of the ships turned red/hostile?
Was one of the factions in 'War' or 'Civil War' state? You can find this info in your right-HUD as well.

And was one of the factions 'Union of LHS 2088 resistance'?
If so that faction is in 'RETREAT' (on the Tollan System Map) so likely that faction recently lost the war/civil war and led to a ceasefire.
Probably caused by other players in that system. So BGS (BackGround Simulation) related.
a ceasefire can be in effect while the system status shows war. not sure if its found in the news of the stations or the factions details tab
