It's random. You can also find them at degraded emissions and encoded emissions. The encoded emissions have a better chance. You could also try scanning all the data points at a planetary settlement

Found on the blue planet beneath the exploration CG station in Bava. Had to find 2 nodes to decrypt the messges. One on the crashed ship, another a few km away after a lot of searching and listening to high pitched whines on the scanner.
