Can't unload Aisling Duval's media materials

I am currently in the system Lu Xiangu, where Aisling Duval wants to expand to (It is marked as expansion attempt on the galaxy map) . I brought 20 media materials from the headquarters with me, but I can't seem to unload them at the stations there.

The only option I get at the power contact is to load up on more materials, sealed contracts this time.

Am I in he competely wrong system ? Or do I need to go to another station ? It is poorly explained, that's why I am asking the community

Aisling Duval is in turmoil, so can't expand...

you need to build up the control systems to proect them from undermining. this means delivering cargo to the control systems till each system goal is reached. then you may be out of turmoil by next cycle

It's also worth noting that powerplay, while broken and terrible since release, is even more broken now and has been for over a month.
