That red circle permit might mean that there is an engineer from whom you still don't have an invitation. So you are not allowed to land on that planet.
The red ring is permit required.
I would also assume that once atmospheric landings become a thing, we'll then see a whole bunch more landing permit planets added to the game. On that basis, I would also assume that the current permit-locked planets are merely a "test" of the concept and we will see ways to obtain at least some of these permits once atmospheric landings arrive.
