Cobra is given a score of 6/10 for mauevuerbility, DBS 8/10.
In terms of taking them on as NPC's in a Python, Cobra's tend to be less manouverable than DBS, I've had more than my fair share of DBS's, managing to stay in my blind spots better and high waking away when they get damaged enough.
That's comparing similiar ranked NPC's, but not the modules they are carrying.
Edit: I'm sure there will be a fair amount of video reviews for both on youtube.
Each ship has its own unique characteristics, and so, two ships with the same manouverability rating can handle quite differently.
The only real way to understand how manouverable ships are and how they handle is to fly them yourself.
I'll just throw out a random example. The Type 7 has a low rating (2), sane as the gunship (2). But the Type 7 has the best yaw in the game (yup, seriously, its yaw is far better than any other ship), but its pitch is worse than that on the the gunship.

How fast is the Courier fully combat fitted vs the DBS and Cobra?
Give it a try along with the others if you can. :)
