Second: After you enter the belt you need to move far away from the point you have dropped and keep an eye on the scanner. If you see some target on the radar you need to go out from their sensor range, or (depending from your ship) fight them, after that you can mine without concerns no one will spawn again.
Usually NPC pirate don't shots you if all you have in the cargo hold is just drones.
I'm 3/5ths of the way through and haven't seen an NPC yet
Just do this
edit : if you prefer empire space go for system Jura
After you drop in, wait a couple of mins for an NPC to drop in. If one does, wait for it to scan you then leave. Then you are free to mine.
9 times out of 10 I'm left to mine in peace there.
