Loadout wise you'd be best off with 2 beam lasers (for shields) and 2 multicannons (for the hull-shredding) on the Scout.
I prefer cannons tbh but yeah heat and projectile mix, however you want to do it really
if your aim is on point and you don't mind re-arming often you can run rails as opposed to cannons or mutlis, the diamondbacks are good with heat so can handle them well, ammo sucks though.
As for the DBE... idk. Imo it's not that great in fighting it lacks maneuverability. But it has a great jump range. I'd rather go with the Asp then though.
