It doesn't.
Horizons plans are for 5 expansions not 3.
Do you know well enough this game to know you'll enjoy it? if so, read the horizons dlc page, does it sound interesting to you?
If your response is yes to both i'd say go for it, on top of ED and horizons you get a few skins.
If you want to know the game better first or consider that the expansion pass doesn't have yet much appeal then buy the base game first and consider horizons at a later date after you play for a bit. you might even wait for it to be discounted.
Horizons does not include the base game. the only vantage of getting the commander deluxe is for the same price as buying ED+Horizons separately, getting a few skins (Commander Pack)

The base game doesn't come with Horizons. When you're starting there's plenty to learn without Horizons but you will eventualy want it if you like the game.
In fact, when you first start out, Horizons may as well be called "oh goody, more ways to kill yourself"...but once you know what you're doing there's some good stuff in there. However, even if you buy it you don't have to use Horizons contact. You can even still run the base game without Horizons even if you own it and install it.
Horizons doesn't come with the base game (any more... they changed it).
The Deluxe Edition does.
It's pretty straight forward now:
Elite Dangerous (base game) - only that
Horizons Season's Pass - only that
Deluxe Edition - Both plus a paint job package
It doesn't. It used to but people failed to comprehend the fact that if they already owned the base game they'd get a discount, so Frontier split the Season Pass out.
