It's literally faster to jump to another system in the same state than to wait for HGE to spawn.

I am currently in Muang on my way to yet another HGE source. Thanks to Supercruise Assist, I can tab out and type this .

Whether you know this or not, I don't know, but this is working out for me.

Go to - https://eddb.io/system

In Allegiance select Independent.

In Primary Economy select High Tech.

In Security select High.

In Faction State select Boom.

Add your current system in Reference System, then click Find Systems.

Once I've arrived in said system, I enter the FSS and on the Filtered Spectral Analysis, I move the line to the far left to Transient Signal Source and start looking. As soon as I find one High Grade Emission, I target this and head straight there, collect the goods (it's been a great few days of Proto Light and Radiolic Alloys, as well as Imperial Shielding), then rinse repeat.

Once there are no more HGE sources, rather than wait around, I head back to https://eddb.io/system and check what system is next on the list.

They randomly spawn in Boom state systems.

Pharm iso HGE's are hard to find, outbreaks are far and few between. Just trade down Imp shields (good rate of find, 9-15 per spawn) and same with Military Grade Alloys. Use the HGE spawn refresh trick by closing game while in the empty HGE, log back in the same mode, go to super cruise right away and there is a signal beside you which is the HGE.

Is it true you can trigger an outbreak by shipping in Biowaste?

Firstly, HGE spawn not only in Boom, actually to farm certain stuff it must be other states. (infamous pharma stuff only spawns in Outbreak, for example)
Secondly, you can make the one you just collected respawn immediately but I let you google that trick yourself.
Thirdly, instead of using ship scanner, go to Nav Beacon and scan it. It will show all HGE, if any, it is usually much faster than FSS.

How to farm an HGE.
Find an HGE with a good chunk of time remaining. Target and collect the mats, log out of the game completely to desktop, enter back into the same game mode, power up the throttle and engage super cruise, cut throttle to zero the HGE will be within 5ls ready to be farmed again. This will work untill the HGE runs out of time. One cycle takes 3 to 4 minutes.
