I've never been to Colonia, but my advice would be to check any surface planetary ports with military economy, or, any Military Economy port with vehicle hangars, or a fleet carrier. I checked out a places with military economy and this one popped up a few times in searches (with and without Vehicle Bays) Robardin Rock in CARCOSA SYSTEM.

just FYI, its an Odyssey DLC exclusive. You need to own and be in Odyssey to buy and deploy a Scorpion

That's where I was going wrong! I was checking military but stations rather than ground settlements....
