Does 'Modified Consumer Firmware' actually get installed?
What I'm wondering is, when I find Modified Consumer Firmware, does rebooting ship systems actually install it? I'm not seeing any changes.

no. its a material required for some high level engineer mods. they "take" one when you do certain upgrades and presumably use it in the upgrade process. rebooting the ship will repair modules at 0% by taking some health from another module (it will only give you 1%...just enough to make it functional) . it will also regenerate your shields if they're down.
