You can use gamepad with not much issue, but stick is best I reckon.
it gives you infinite ammo in the middle of a battle
2 joysticks, and home made IR headtracking.

If you only have an xbox controller i would go for KB/Mouse and have secondary bindings set to the gamepad. This way you can switch whenever you need. Some ships like fighters are much more comfortable flying with a controller and the SRV.... well when my controller is connected its my first choice on the ground :-)
I have in theory more buttons on the stick, but i use a single modifier button for secondary commands.
I think its nicer to have a gamepad because you also spend quite some time in menus, and you have 2 x 2 axis which helps in space. I wouldnt get a joystick just for this game.
but reading up on this, Im tempted to plug in my stick, see how it goes ;)
I have considered Voice attack or a free alternative just to try (especially seeing some voice packs which are very awesome) but in the end I dont find the need. In VR you have headlook which takes off an entire control stick + modifier. Besides changing weapon groups (out of sheer laziness, I have been in and out of the game, and havent done much combat since passenger missions got lucrative)I have everything mapped and memorized on my Xpad.
And while I cant comment on it, I find it simply super counterintuitive to use KB+M on a flight sim type game. Aiming manually with no gimbals is on the harder side though, admittedly.
I mean, I wouldnt spend extra money on a niche peripheral (most people end up not using their flightsticks, plenty to be had second hand for cheap near mint) for a niche gamemode / playstyle like PvP
