How and when does a system go into expansion?
A system I'm in was just in expansion and just got out of it a few hours ago. How long will it take for it to go back in expansion?

For a system (well, actually its a faction) to go into expansion it must have over 70% influence (IIRC) in that system and be able to expand into another system. Whether they can expand into another system depends on a number of factors
