Next, locate the panel to switch off the settlement alarms. If you don't do this, a Viper full of commandos will appear when you turn off the power. This panel will be in the CMD building, if there is one, or a major building if it's a larger base, or the PWR building itself if it's a small base.
Now you can get into the PWR building and hit the panel to turn the power off. I get onto the roof and hide at this point. On your way out, stand in the doorway, cut the panel and overcharge the door so it remains locked open. It takes about 2 minutes for the power to go down.
When the base power goes down, enter the building, take the regulator and run for it, jumping roof to roof.
Keep in mind there will be workers in the PWR room. Silently take them down with the Energylink Overload Mode (this will incur murder charges if you're in a lawful settlement), or follow the advice above - sneak in, turn off the reactor and then run out and hide. Just be aware that the AI will try turn the reactor back online when it finishes shutting down.
The Energylink mode is indicated at the bottom right when it's equipped. I think the default key is R to Switch Tool Mode, but check your keybinds if you're unable to switch the tool mode.
