Limpets are available under advanced maintenance at pretty much all stations and outposts.
That being said, it might be a bit to early for you to go mining. The Sidewinder simply doesn't have the internals for it. Ideally you want both a prospector and collector limpet controller for laser mining + a good amount of cargo space.
Maybe start out with some data/cargo delivery missions, planetary scan jobs (make sure you understand the crime and punishment system if you do the illegal ones) or low ranked assassination missions if you're into combat.
Once you have half a million or so to buy and outfit a Cobra 3, you can start to get into mining. There are also some Adder builds if you want to get started earlier, but the Cobra is just a really good ship.
It's also a bit early for you to pick a home station. Just stick around the beginner zone for now. Try things out. When you have an idea of what you like to do and you're ready to leave the beginner zone, you can start looking into a home station.
Picked up and just flew straight out there. Stations pretty decent having everything I've had to need to buy so far. Went to work and just got my first cobra mk III. Started out just running stuff between stations and doing bounties at mining sites (Eve training paying off lol.) in my sidewinder, just maxed cargo cap as much as I could and found a couple of profitable of things to move between stations. Skipped the hauler and adder as I've read alot of good things about the cobra as an all rounder to start out in.
As for your next purchase, I'd recommend saving up to ~500k and get yourself a Cobra Mk3. It's got quite a lot of module space for its size and price, and can be made decent at most tasks.
Any system would do really, some high population ideally, close to main star, active trading with nearby systems, etc.
My home for a while was Ehecatl, worked well.
Just doing missions and increasing rep with local factions will pay off quickly, be mindful of rank suggested especially for combat missions. for trading missions as long as you know how to evade interdiction, you should be fine.
One other advice would be if you want to come up with some early cash quickly, is to do road 2 riches. Get a Hauler, fuel scoop, best FSD you can buy, detail surface scanner, and go explore near the bubble. https://www.spansh.co.uk/riches

they throw credits at you almost as the missions are simple.
they even give you a 100k just to leave the starter system
before you leave make sure you have a fuel scoop with out it you will be like many other's who get stranded and dont know what to do with out fuel.
and once you have your fuel scoop goto your galaxy map and filter out the stars which dont give you fuel.
the first that includes a,b,g,m, o there is a couple others but mind blank.
LHS 20 would be my choice of starter home base.
Tip : honk every system
this means discovery scanner is bound to a key and hold it down till you hear a big honking noise.
doing this will net you credits for each system you visit, and will help you with exploration points.
