Where to buy/get e-breach ?

Some says we can bought it from independent systems. i checked but there is no e-breach available in shops. Can someone tell me where to buy e-breach or an alternative for e-breach pls ? Because there are some missions that requies e-breach.

I prefer to strip the settlement of life first. Don't have to use an E-breach then as you'll have copied a level 3 security clearance.
And no one tries to shoot you...

It is, if you don't wear a Maverick suit to cut some mag locks. It is also useful to turn on a power generator of an abandoned settlement, if you don't have any bodies to clone their security clearance codes from.

It is illegal to carry around, though. So don't get scanned while carrying one in your suit backpack.
