Engineering a beam laser

I made it out to Colonia today and have Engineer Mel Brandon unlocked. If I engineer a 1E beam laser and pin that blueprint will I be able to use that blueprint on any size beam laser when I get back?

yes, you pin the Blueprint like "Beam laser - Efficient" so you can apply to any Beam laser (fixed, gimballed, turret, of any size)

As a side note, really think through which blueprints to pin for the engineers in Colonia, if you plan to return to the bubble. Broo Tarquin can G5 all lasers for example, but Mel Brandon is the only one that can do G4 Shield Cell Banks.

There is no Broo Tarquin on the Engineer list. The only laser guy on the list is Mel Brandon. Maybe I am not advanced enough for Broo to be on the list?

You need to unlock Lyz Ryder first then Hera Tani, then you'll have Broo Tarquin.
Also, you should've got invitation for Etienne Dorn (also in Colonia) as you already made the trip, but you need Lyz Ryder leveled up to get invitation for Etienne Dorn :-)
